• (3) Service providers are not responsible for external contents to which they merely provide access to use. The automatic and temporary storage of third-party content because of user request shall be considered as providing access.
• (4) obligations to restrict the use of illegal content while maintaining the secrecy of telecommunications, remain unaffected under general law if the service provider, according to § 85 of the Telecommunications Act, becomes aware of the illegal content and a restriction is technically possible and reasonable.
